Most businesses don’t think about disaster recovery until something goes wrong. A ransomware attack locks down critical files on a Friday afternoon. A hurricane knocks out power for days. A key server fails during the busiest week of the quarter. And suddenly, the plan that was supposed to exist doesn’t, or worse, it does exist but hasn’t been updated since 2019.

The reality is that business continuity and disaster recovery (BC/DR) planning isn’t just an IT checkbox. It’s the difference between a temporary setback and a permanent closure. According to FEMA, roughly 40% of small businesses never reopen after a disaster. That number gets even more alarming for companies in regulated industries like government contracting and healthcare, where downtime can mean compliance violations on top of lost revenue.

Business Continuity vs. Disaster Recovery: They’re Not the Same Thing

These two terms get thrown around interchangeably, but they serve different purposes. Business continuity is the broader strategy. It covers how an organization keeps operating during and after a disruption, whether that’s a cyberattack, a natural disaster, or even something as mundane as a building’s HVAC system flooding a server room.

Disaster recovery is more specific. It focuses on restoring IT systems, data, and infrastructure after an incident. Think of disaster recovery as one piece of the larger business continuity puzzle. A company can have a solid disaster recovery plan for its servers but still grind to a halt if nobody planned for how employees would communicate, access applications, or serve customers during the outage.

Organizations that treat these as separate but connected disciplines tend to recover faster and with fewer long-term consequences.

The Most Common Reasons BC/DR Plans Fall Apart

Having a plan on paper is a start, but plenty of businesses learn the hard way that their plan doesn’t hold up under pressure. Here are the patterns that show up again and again.

The Plan Was Never Tested

This is the single biggest failure point. A business continuity plan that’s never been tested is essentially a guess. IT teams build out recovery procedures, document failover processes, and file everything away in a shared drive. RPO defines how much data loss is acceptable, measured in time. Can the business tolerate losing an hour of data? A day? Five minutes?

They assume everything needs to be restored immediately, which is expensive, or they don’t set targets at all, which means nobody knows what “recovered” actually looks like. The right approach involves classifying systems by criticality and assigning realistic RTOs and RPOs to each tier.

Backups Exist but Aren’t Recoverable

Backups are not a disaster recovery plan. They’re a component of one. And too many businesses discover during an emergency that their backups are corrupted, incomplete, or stored in a location that’s also affected by the disaster. If a company’s only backups sit on a server in the same building that just flooded, those backups aren’t worth much.

The 3-2-1 backup rule remains a solid foundation: three copies of data, on two different types of media, with one copy stored offsite or in the cloud. But even that rule only works if someone is regularly verifying that those backups can actually be restored.

Compliance Adds Another Layer of Complexity

For businesses operating under frameworks like HIPAA, NIST, CMMC, or DFARS, disaster recovery isn’t optional. It’s a regulatory requirement. Healthcare organizations handling protected health information need documented recovery procedures that meet specific standards. Government contractors working with controlled unclassified information (CUI) face similar mandates under DFARS and the evolving CMMC framework.

Failing to maintain an adequate BC/DR plan in these environments doesn’t just risk operational downtime. It risks audit findings, lost contracts, and potential legal liability. Compliance auditors want to see more than a written plan. They want evidence of testing, documented results, and proof that gaps were addressed.

Organizations in the Northeast corridor, particularly those in the Long Island, New York City, Connecticut, and New Jersey region, often serve both government and healthcare clients simultaneously. That means their continuity planning needs to satisfy multiple regulatory frameworks at once, which adds complexity but also makes the planning process even more critical.

Building a Plan That Actually Works

Effective BC/DR planning doesn’t require a massive budget or a team of specialists, though larger organizations may benefit from both. It does require honest assessment, clear priorities, and follow-through.

Start With a Business Impact Analysis

Before building any technical recovery procedures, organizations should identify which processes and systems are truly critical. A business impact analysis (BIA) maps out what happens when specific functions go down. How long can the accounting team operate without access to the ERP system? What happens to patient care if the electronic health records platform is offline for four hours? These answers drive everything else in the plan.

Document Communication Procedures

Technical recovery is only half the battle. People need to know what to do, who to contact, and how to communicate when normal channels are unavailable. If email is down, how does the incident response team coordinate? If the office is inaccessible, where do employees report? These details seem trivial until they’re not.

Many organizations create a simple call tree or use a mass notification system that operates independently of their primary infrastructure. The key is making sure every employee knows the procedure exists and has access to it, even from a personal device.

Account for Cloud and Hybrid Environments

Traditional disaster recovery assumed most systems lived on-premises. That’s increasingly less true. Many businesses now run workloads across a mix of on-site servers, cloud platforms, and SaaS applications. Each environment has different recovery characteristics.

Cloud providers offer their own redundancy and backup tools, but they operate under a shared responsibility model. The provider is responsible for infrastructure availability. The customer is responsible for their data, configurations, and access controls. Assuming the cloud provider “handles everything” is a common and costly mistake.

A BC/DR plan is a living document. IT environments change constantly. New applications get deployed, staff turnover shifts responsibilities, and infrastructure evolves. A plan written 18 months ago may reference servers that no longer exist or contact information for employees who’ve moved on.

Quarterly reviews of the plan’s key elements, combined with annual full-scale testing, keep the documentation aligned with reality. Some organizations tie their BC/DR review cycle to other compliance activities, which helps ensure it doesn’t fall through the cracks.

The Cost of Waiting

Gartner has estimated that the average cost of IT downtime runs around $5,600 per minute. For smaller businesses, the number might be lower in absolute terms, but the relative impact can be even more devastating. A mid-sized healthcare provider or government subcontractor losing access to critical systems for even a few hours can face consequences that ripple out for months.

The best time to build a business continuity plan was before the last incident. The second-best time is right now. Organizations that invest in realistic, tested, and regularly updated BC/DR strategies don’t just survive disruptions. They recover faster, maintain client trust, and stay on the right side of their compliance obligations.

Disasters are unpredictable. The response to them doesn’t have to be.
